Keyboards problem with win32 viewer (take 2)

I've looked into attached further using xev:
On the Linux machine:
Pressing Shift then '\' produces a single shift
keydown, a key down for '\' which translate to '|' and
and a key release for '\'.
On the vnc viewer (win98):
Pressing Shift then '\' produces lots's of keydowns
for shift. The key press for '\' does not map to '|'
and then a key release for '\'.
Keeping the '\' pressdown produces a '|' character at
random intervals, but mostly '\'
As a tempory solution i've mapped keypad '-' to '|'

I cannot get certain keys working with vnc viewer v4.0
on Win98 connecting to a vnc server v4.0 on Linux
Fedora Core 3 (FC3).
I'm using UK keyboard and two particular keys combos
that do not work are <shift> - \ which should produce
the pipe character '|' and <shift> - 3 which should
produce the '#' symbol.
Both of these key combo's work fine with a KVM between
the Win98 and FC3 box. (i.e not through a VNC
session).
Any suggestions?
