I'm not an expert but I have a linksys router.  Open the router setup with
your browser, go to advanced and then to forwarding.  Open ports 5500, 5800
and 5900.  These are the ports VNC uses by default. If you need them I'll
send you screen shots of the setup pages for the router.

Yes, your desktop is the server and your laptop is the viewer but you can
set it up the other way if you like.
