Cut/paste and mouse scrolling

Is there a debian package with a newer VNC server?

VNC Viewer 4.0 supports the scroll wheel, provided that the VNC Server you
are connecting to supports it correctly.  Which version of VNC Server are
you running on the Linux machine?
