VNC will not work via dial-up Pt.2

Can you ping one computer from another?
On  computer  A, click START button, choose Run..., type CMD, and hit ENTER
Type
ping 67.192.238.211
and hit enter. If it says 100% loss, try to connect both machines to 
internet at the same time or change your ISP.

Try the same from the other machine too. but  type
ping 67.192.238.200.

IP numbers on DialUp change so see whats current.
