how to prompt local console only when somebody is logged
in?

Guys,
Personally, I think the default behaviour should actually be as you describe
i.e. only prompt if there is a user logged on. The current behaviour is not
very useful in the no-user-logged-on case.
In summary, I'll add it to the To-Do list for the next release. :)
