Why the function that disable local inputs while server is in use can't work?

i want use the vnc viewer to disalbe a pc's mourse and keyboard, which is 
installed the VNC server, but i can't do it when the VNC server's os is 
win98, in win2000 or WinXP,it is ok.   
Why the function that disable local inputs while server is in use can't 
work in win98?
