SHARING FOLDERS ON SERVER MACHINE

HI,
I WAS ASKED TO FIND A SOLUTION AT WORK.
I NEED TO PROVIDE AN ACCESS TO FILES ON A P.C. RUNNING WIN XP HOME. IN THIS OPERATING SYSTEM CAN'T CREATE USERS WITH PASSWORDS TO ALLOW CONTROLLED ACCESS TO FILES & FOLDERS.
IS THERE A WAY TO CONFIGURE THE VNC SERVER SO THAT WHEN A CLIENT IS CONNECTING TO IT, THEN THE PERSON SITTING NEXT TO THE VNC SERVER P.C. WILL STIL BE ABLE TO WORK ON IT WITHOUT INTERRUPTION?
OR IN OTHER WORDS, CAN THE SERVER BE CONFIGURED SO IT WILL BE ACCESSED FROM THE CLIENT AS IF IT IS ACCESSED THROUGH NETWORK NEIGHBOURHOOD ON A LAN? AND THE WORK ON THE "SERVER" IS NOT INTERFEARED?
