I think that is all related to 'other' resources:
- max memory per process (Xvnc needs to handle it all
- max sockets and such per process/user
- max processes per user
well, actually it's not Xvnc that sets a limit, its the entire system.

Roughly as much as on the console, except when shared resources are in use, then
that might give a limit on the grand total over the sessions.

As far as I know, there are no limitations build into Xvnc.
On the other hand, if comparing with similar products, both can have different
optimalisations and reach some limitations at an other number of clients.

An other version can have an other limit, just als an other product can have.
