Ben,

Set the DWORD value DebugLevel to 1 or 2 in 
HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3

Make sure you have a DWORD value DebugMode set to 2 in the same Registry 
Key.
