No, it is in "App Mode". Notice it says Run VNC *Server* not *service*.

It is already in the 4 beta, part of the menu seperation of "App" and
"Service" modes.

I thought this was fixed in later versions. The behavior you are seeing
is the fact that the "Service-helper" app isn't running. This also has
implications for some user-level things (wallpaper comes to mind). I know
v4 beta correctly runs the service-helper no matter how you start the VNC
service.
