As error message, it is problem of X Display Manager (XDM).  
XDM itself seems running, but refused to manage your
X server (Xvnc).  There are many XDM, such as 'xdm', 'gdm',
'dtdm'.  I don't know what XDM is running on AIX.  What is
your XDM ? How is its configurations ?  Recently, for
security reason, daemon's configuration become very restrictive.
So check your XDM's configuration and make it accept your Xvnc.
