dos command window problem for windows 2000

Flakey dos commands are a problem for my partner, who tries to run a
console app over VNC and has terrible latency and cursor control
problems. We are running the version 4 betas.

I don't have the problem. He's running XP and viewing on XP. I am
running 2000 and vuewing on XP.
