Connect to other PC via internet dial up connection

Dear the Expert,
at my office, I have install vnc server on a windows machine (PC. A) that is
connected to internet via Frame Relay connection and its behind a firewall,
and there is a computer at the other city (PC B) also connected to the
internet via Dial up connection, from PC B how can I access PC A from
internet using VNC? ..
any idea and or suggestion would be greatly appreciated and many thanks in
advance
