Controlling a remote VNC Server accessing a VPN

I use Symantec Enterprise VPN, however in a slightly different 
situation.  I haven't had any problems, but my main PC also is the one 
which has the VPN client on it.  I would suggest several test to better 
understand your situation.

What OS are you using, is there any firewall software installed (I think my 
VPN software originally played with XP's firewall settings)

do a "route print" and compare the routing tables between before and after 
the VPN is connected. (On The Machine With the VPN client)

can you still ping from the Primary to Server

can you still ping from the Server to Primary

Check the Nortel VPN documentation!  It probably is installing a device 
driver for encrypting and tunneling of the TCP/IP data.  Is there any 
possible client side configuration that can be done? (The problem may be a 
desired "Security" feature)

If all else fails, ask your network admin at work to see if they have any 
server side configurable settings which are forced to the client
