You may want to look into the allowshutdow key as well
this will prevent users from killing VNC on you (which
would hamper your ability to administer thier
machine). also it would be a good idea to add
HKLM\software\orl\winvnc3\<adminuser>\allowproperties=1
and
HKLM\software\orl\winvnc3\<adminuser>\allowshutdown=1.
this will allow you to log on as that administrator
and edit properties and shut it down if you need to
upgrade it.
