There is something from RealVNC that isn't freeware?  (More accurately
Open Source, or Free as in speech).

Do your policies possibly set "InputsEnabled" anywhere.  When using
"AllowProperties" none of the settings in HKCU\Software\ORL\WinVNC3 are
read.  Possibly you have "InputsEnabled" set to 0 in HKLM and set to 1 in
HKCU?

Running VNC as a service should be all you need to do.
