How to use the tab key in web browser

I am using XP ie6 and MS JVM.
I am connecting to a Linux box.  When I press tab, I am tabbing to the
buttons at the top of the screen (Disconnect, options, clipboard and send
ctrl-alt-del).

What OS, what browser, what java?

Works for me with WinXP, IE 6, and Microsoft's JVM.
