Sounds like you need to hack some code and recompile.  The current method
of disabling the properties disables all properties.

It would probably be simpler to just not run VNC at boot, have the user
launch it when needed, then close it when finished.  "AllowProperties" and
"AllowShutdown" are two different settings.
