Keyboard Support

As I've posted elsewhere I am having problems with the Alt key not being seen
by Qt apps under VNC.  The Alt key works find under Exceed.

I played with xev and with XKeyCaps and it seems that VNC has a different
idea of my keyboard than does Exceed.  Is it something to do with MS Windows
doing something funky for keymap translations?  How do I get all this to work
so that my keyboard maps identically whether my apps run under VNC or Exceed?
