A slight correction.  The 59xx port must be forwarded for ANY connection,
because it is the port the server listens to for communication.  Port 58xx
is just a small web server to give you the java applet.

At first glance I would say they can't.  The 59xx ports are the only ports
RFB is talked on (unless you have changed the defaults).  Have you double
check to make sure those ports aren't forwarded?  How are you doing the
testing to see if VNC works?
