You have it backwards, the server machine (Linux) does not change, and the
remote machine with a vncviewer switches between Linux and Windows.

That isn't the problem either. If I have my Windows machine set to either
16bit (which is the same as the vncserver) or 32bit, the speed is the same
and both are ultra-choppy.
