Are you sure you created the correct type of key with the correct name (Case-sensitive!) ? From a quick check of the docs, what you describe should work as you expect.
Can you check that you indeed have:
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\Default
AllowProperties
REG_DWORD
0
if that is the case, not sure what else could be wrong...
