windows 2000 slow logging off

It is something to do with registry access - leaving some handle open or
something. The OS tries to unload the user portion of the registry but
can't, and it retries for 60 seconds. 

It is possible to change a system policy to reduce this to 5 seconds or even
none, but this isn't advisable - really the problem is TightVNC keeping
something open when it shouldn't. oh.exe (a microsoft tool) can show the
open handles accessing the registry.
