Strange problem: VNC Server won't start only on 3 and 4

Check to see if the port is in use with netstat -na
Port should be 5903 and 5904 which another application might be using.

For some reason vncserver :3 and vncserver :4 will not start.  It gives an
error "A VNC server is already running as :3".  I checked for Xvnc processes
but there is nothing running in 3 and 4.
 
I am running vnc on solaris 2.8.
 
Do I have to clean up files that are left over from a previous abrupt
shutdown etc?
