If you have control of the firewall, it might be easier to open the VNC
port, but only for the fixed IP of the viewer (or better yet, open a port
for secure tunneling only to the fixed IP).
If that isn't possible you might want to look at the server's "Connect to
viewer" option:
Windows: winvnc --connect
