I did work on client-side scaling in the TightVNC Java viewer, but I
was dissapointed by the performance of scaling in Java (JDK 1.1). If
you're interested, I can make that version available, it supports two
modes of scaling (of different scaling quality and performance), but
scaling work only with a subset of supported encodings.
Another thing that I think could be useful in your project is TightVNC
ActiveX viewer:
