cant reinstall vnc

The vnc server icon was missing from a users systray.  I noticed that
the vnc folder was gone. I attempted to uninstall vnc before reloading,
but the uninstall failed.  So I decided to try reloading anyway.  When I
reloaded vnc, and was presented with the screen to set the default
password, the program locked up at the moment I entered the first letter
of the password. 

I decided the registry must be messed up from the failed uninstall.  So
I removed all the entries I could find by searching for vnc or orl.  I
found a bunch of entries in a section called "legacy" and I could not
delete them.  After reloading, the system still hangs the instant I
enter the first character of a password.  Up to that point, it seems to
behave normally.

At every re-start, the system would again present the screen to enter a
password, but it would hang at the first character entered.  I finally
uninstalled the reloaded version to get rid of that.  So now I am back
where I started, no vnc.

What do I do now?
