Because the Default password is stored in HKEY_LOCAL_MACHINE (HKLM)and the
user password is stored in HKEY_CURRENT_USER (HKCU). HKLM is
accessible at boot time before anyone has logged in, whilst HKCU is
only loaded when a user logs in. I.e. Windows and other boot time
apps, before a user logs in, ONLY HAS access to HKLM as windows does
not know what local user registry to load. As this could cause
