HKEY_LOCAL_MACHINE  (HKLM)  as  this  is global to all accounts whislt
HKEY_CURRENT_USER  (HKCU) is local to the currently logged on user and
this is the confusing bit:

VNC  takes  the settings stored in HKCU if they are present, if not it
then looks in HKLM
