Freezing monitors and quick refreshes in VNC

Hello everyone,

I use VNC to display realtime data on about 10 monitors from a live feed via the Internet.  I am using Professional (including the German version of Professional) and 98 on all of the systems.  The program works fine for the most part, however occasionally I get one of the monitors freezing up for about 10 seconds.  Lately, one of our machines does this somewhat more frequently (i.e. 3 times in 2 hours).  This machine uses Professional in German, and is running no other programs. (Network is 10/100Mb using TCP/IP)

I have tried polling just the active window (which is all I really need), and using VNC Hooks to tie the refresh rate to the timer.  This doesn't seem to help.  Any suggestions?
