There is no problem running winvnc as a service on windows terminal server
as long as you install it from the console. and for the first start, start
it from the console. After that winvnc run's fine as a service, and anyone
can connect to the service and log on to the console.
Otherwise the ts connection must be active and winvnc needs to be ran as an
app. As soon as the ts connection closes, the vnc connection closes, even if
the ts didn't log off just disconnect.
We use vnc on ts all the time for training purposes.

That's the way VNC works with windows, it only attaches
to an active 'screen'.
If you can have a person login as root on the console and
run vnc you would have the same sort of access as you are
looking for i think.
But running VNC as a service on TS wont really work
as there isn't a 'screen' to connect too..( unless someone
has made changes in Xvnc that I'm unaware of )
Unix is different of course..
As a side note I've done remote access to TS via dialup
and not had any problems. i bet its not a TS 'bug' as you
suggest but something more related to the RAS side of
