I do not think that there is a way to do that. There are tools out there
(commercial) that connect to a telephone cable and to a socket. Then when
your computer freezes up you can make a phone call and log in to a
miniserver (password protected) to reboot a certain outlet.
I am not sure of the cost... but I have to look in to it myself. If you
