Why is Xvnc not in XFree86 source tree?

Just wondering why the Xvnc source has not been integrated into the XFree86 
source tree?  Is it because it is an "incomplete" X server in that it lacks 
the viewer piece?  Come to think of it, if that's the case, then can't you 
somehow pair it with the vncviewer X client to make it a "complete" X 
server?
