WinVNC won't work for me

It looks like the firewall is blocking all stateful connections.  The logon
screen you are getting is simply a web page served by VNC's built in web server;
when you try to log on, it shoots you to port 5900 and tries to establish a
persistent connection, just like the VNCViewer applet.  So in neither case are
you actually getting anything from the WinVNC service.

One trick you can try to verify whether 5900 itself is blocked:

Use your web browser to go to port 5900.  It should display the header that VNC
sends out, the "RFB 003.003".
