Changing passwords???

Hello,
I have a problem with VNC in which I am able to change my session password
but It does not change the password that is used after a reboot and before a
user has logged in. When just the service is running I have to use the old
password to connect. Once I have logged on to that computer the new password
takes effect. Then again once that computer is rebooted I must use the old
password to connect, and once logged on I use the new password. If I were to
only log off and log back on the new password would be in effect, only after
a reboot will the old password initiate.
