My Keystrokes & mouse donot work on login screens

I have noticed a similar effect on the server (XP). VNC does not run until
someone first logs in. Once someone logs in, you can switch users etc.

How do you have it background loaded so that when the machine restarts, I
can remotely connect via vnc and then type relevant passwords etc?
