Extreme slow mouse and screen over T1 :VSMail M X2

PII 233, 128 mb ram, 4 gig SCSI hd, window 2K sp2. This is one of probably
75 machines. Of the 75, 5 of them are having trouble. This machine is the
worst of the bunch. Completely unusable.
