Hardware Version of VNC?

Is there any way to create a hardware version of the VNC Server program?
You connect some little box to the keyboard, mouse, and monitor port of a
machine, connect it to an ehternet port, assign it an IP address, and use
the standard viewer control the PC through all stages of operation, from
pre-POST through shutdown / restart?
