Yes.  I'm assuming you are talking about WinVNC.  Take a look at
AuthHosts and QuerySetting here:

  http://www.uk.research.att.com/vnc/winvnc.html

I think what you want would be accomplished by simply setting AuthHosts
to "?" and AuthRequired to 0.
