VNC hangs when shutting down on Win9x

I have 3 Win98 boxes and a Win95 box, and on all of these
machines when the VNC server is exited I get the pop-up box "The
application is not responding...". It does this even when exiting the
program from the local console, but it's really a problem when trying
to restart the system remotely; someone has to have physical
access to the machine to hit ALT-E to end task.
I have an XP Pro, XP Home, and a 2kPro box, and on these the
system doesn't hang, but nevertheless winvnc.exe shows in the
process list forever even after the program is exited. It is then
impossible to launch another instance of the program without first
killing the process with Task Manager, because I get the error
"Another instance is already running."
I tried switching from the AT&T version to TightVNC, but the
problem persists.
I can't imagine I'm the only one having these problems, since they
show up on 7 very different machines. Am I missing something?
