Tight VNC "Always on Top"

There is nothing that I know of that is built into VNC. However...

Try one of the following programs that let you keep any window "On Top":

OnTop - by Danny Pav

A tiny program that adds an icon to the system tray. Right click to pick 
any currently open window you want to either hide or have stay ontop.

OnTop - (author unknown)

This little program is called "ontop.exe", you have to pass it the title 
(aka caption) of an existing window and it will put the that window on top 
of all others on the desktop. For example, ONTOP "Calculator" will make the 
Windows calculator stay ontop of other windows.

Either one of these will allow you to keep a VNC window on top.
