I want my Wall Paper!

Please help.  I am not a newbie, but not an expert.  I can';t stop vnc from
removing my wallpaper.  I placed the reg value RemoveWallpaper 0 in every
location it could possibly be placed ( Local machine-specific settings, Local
default user settings, Local per-user settings. Global per-user settings)  I
have no other advanced features in use and I am running winvnc server as a
service from WinXP.  Maybe I am just doing something stupid, but if someone
could help me it would be appreciated :)
