what access level is required for VNC Server?

I have about 50 laptops being used by our sales force that has vnc running
on them (Some as a service, some as app mode).  However, I cannot connect
to their vncserver unless they are logged in as administrator.  When they
are logged in as their user id, which only has "user" privs, I get one of
two things happening:   1.  The screen pops up for a second and then
disconnects or 2: a connection closed error message pops up.  But, like I
said, when they login to the laptop as administrator, I can login to the
VNC Server.  Why is this?  Can it be changed?
