Disable Local Inputs in Win98

Is it possible to disable local inputs in Win98?  I have tried all sorts of
settings and cannot get the local inputs to be disabled when a remote
connection is made.  I have set the LocalInputsDisabled to 1 and 0.  Placed
the "LocalInputsDisabled"=dword:00000001 in various keys (LocalMachine,
CurrentUser,Users) and nothing seems to work.

Can anyone shed some light on this for me.
