Multiple passwords on server

How can I have a machine running VNC be accessible using two different
passwords?  I want to have one constant Administrative password for all of my
machines and a second password that I can give out on a machine-to-machine
basis.

I know I've seen the answer to this somewhere but after an hour of searching
the archives I came up dry.
