RemoveWallpaper?

What exactly do I have to do to get the remove wallpaper setting to work?
The server is Win98, and I have put a DWORD value of RemoveWallpaper set to
1 in multiple places that the documentation says and I still cant get it.
Does anyone know how to fix this?
