The latest TightVNC version includes installer which makes two
shortcuts for launching vncviewer from the Start menu, one tuned for
fast networks (standard Hextile encoding), and another for
low-bandwidth connections (Tight encoding at highest compression level
and JPEG at lowest image quality).

Correct. JPEG compression does not make much sense for 8-bit BGR233
colors, and therefore is not used in that mode.
