Setting Global and Local User passwords

Hi,

I have been told by someone that its possible to set two passwords for
WinVNC 3.3.3r9.... a global password and a local user password. 

Could someone give me some pointers on how to accomplish this. Also I have
about 200 workstations with WinVNC already installed is there a way of
updating configurations to these installs remotely after the fact or do I
have to do a reinstall of each machine to make the new config changes stick.
