How to speed up VNC with twm

Hello,

I'm running VNC on WinME, and seem to be getting bandwidth
in rare bursts (so I don't think it's a bandwidth problem, really,
as no  other apps have this problem e.g. Exceed, ftp, etc.).

Nevertheless, I posted previously, got the suggestion to
try tightVNC, but in the process of learning enough to
compile it.

In the mean time, I re-read http://www.uk.research.att.com/vnc/twmideas.html
and realized I didn't quite do everything right.  Now I'm sure I did.
I have a /home/fma/bitmaps/solid containing the required lines,
I've got the bitmapFilePath and the *Scrollbar* specifications in my
Xresources file and ensure that the xstartup script invokes it via xrdb.
I further ensure that they've taken effect using "xrdb -query" once
VNC starts.  My ".twmrc" file specifies solid  TitleHighlight.  But it is
still terribly slow.  Is there something I'm not doing, or is this just the
current state of VNC?
