It uses default parameters (default installation directory is
"C:\Program Files\TightVNC"), but few other command-line options are
available so this default can be changed. I'm not under Windows right
now and could not find online documentation for Inno Setup (which is
the base of TightVNC self-installing package), but all options are
described in the Inno Setup Compiler help file available here:
